What Is Licensure Portability for Supervisors?
Licensure portability for supervisors means having the flexibility to provide clinical supervision to associates or interns who are pursuing licensure in another state. It sounds simple, but the reality is a bit more complicated. Licensing laws vary significantly from state to state, and the Counseling Compact – while a huge step forward for cross-state counseling – doesn’t necessarily make supervision easier.
Supervision Isn’t Counseling
First things first, it’s critical to understand that supervision isn’t the same as counseling. While the Counseling Compact aims to make it easier for licensed professional counselors (LPCs) to practice across state lines, it does not automatically extend those privileges to supervisors.
In other words, just because you’re an independently licensed LPC in a compact state doesn’t mean you can supervise associates in every other compact state.
State-Specific Rules Still Apply
Even if you’re a supervisor with an independent license in a compact state, you’re still subject to each state’s supervision rules. For example, if you’re a Texas LPC-S and your supervisee is in another state, you need to know whether your hours will count toward that state’s licensure requirements.
In some cases, the associate may need a supervisor who is also licensed in the state where they plan to become fully licensed.
The Myth of Supervision Portability
One of the biggest misconceptions is that supervision is as portable as counseling. This is simply not the case. For example, Texas requires associates to be supervised by a Texas-licensed supervisor if they want their hours to count toward Texas licensure.
That means if you’re a Texas LPC-S supervising an associate in another state, those hours may not count unless that state has a specific agreement in place.
Can Associates Benefit from the Compact?
Another common misunderstanding is that the Counseling Compact applies to associates or provisionally licensed counselors. It doesn’t. You have to be an independently licensed counselor. You must have a clean disciplinary record, a 60-credit-hour master’s degree, and a passing score on the National Counselor Examination (NCE).
Associates are not included. This means they can’t rely on the compact to gain hours in other states, even if their supervisor is fully licensed and compact-eligible.
Know the Rules, Protect Your License
Before you take on an out-of-state supervisee, make sure you fully understand the supervision requirements in both your home state and the state where your supervisee plans to become licensed.
Some states have strict requirements about where hours can be accrued, who can provide supervision, and how those hours must be documented. Failing to comply can mean losing your ability to supervise or, worse, facing disciplinary action.
Not as Simple As You Might Think, But Still Worth it…
Licensure portability for supervisors is a great concept, but it’s not as simple as the Counseling Compact might lead you to believe. If you’re planning to expand your supervision practice across state lines, take the time to research each state’s rules. You'll also want to clarify your role, and make sure your supervisees understand the limitations as well.
